この問題は、Skyrim Landscape and Water Fixesのv6.3によってすでに修正されているが、espの競合によって元に戻されることがあるということが分かりました。
私の場合、Majestic MountainsとDepths of Skyrim - An Underwater Overhaul SSEが既存の修正を上書きしてしまったことが原因でした。
この問題に遭遇した人のための学習資料として、この記事を残しておきます。
