Whiterun Watchtower Doesn't Start Broken

メインクエスト「ドラゴンの目覚め(Dragon Rising)」を開始する前まで、西の監視塔を破壊前の状態にします。
これでミルムルニル来襲前から塔が壊れている、と言う興ざめな事態から開放されます。
